Argentina's crowdlending regulations are public record. They are also dense, technical, and effectively inaccessible to the investors they were designed to protect. That gap is why Kelzino exists.

2018: The rules were
written.

In 2018, Argentina's Comisión Nacional de Valores issued Resolution 717, establishing the regulatory framework for collective financing platforms — what in Argentina are called Proveedores de Servicios de Financiamiento Colectivo (PSFCs). This was a significant regulatory development, bringing crowdlending into a formal supervisory structure for the first time.

The resolution and its subsequent modifications define who can operate a crowdlending platform, what information they must disclose, what protections investors are entitled to, and what consequences follow from non-compliance. It is a comprehensive framework — but it was written for regulators, lawyers, and compliance professionals, not for the investors it ultimately serves.

The Information Gap

Most investors who participate in crowdlending operations in Argentina have never read the applicable regulations. Many don't know that a regulatory framework exists. This creates an asymmetry of information between platforms — which are required to know the rules — and investors, who are expected to operate within a framework they've never seen.
